Bugzilla group ID allows attacker to gain privileges of users who have previously been trusted

Description:
Bugzilla could allow a remote attacker to gain elevated privileges. When deleting a product, the groupbit is set to 0 and retains privileges. When a new product is created, the new product obtains the privileges of the old groupbit. A remote attacker can exploit this vulnerability to turn membership bits on for the new product and elevate the privileges of a user who has previously been trusted.
