OpenBSD ISAKMP daemon encryption failure

Description:
The OpenBSD ISAKMP daemon (isakmpd) could allow a remote attacker to obtain sensitive information. If a message is exchanged in Quick Mode and the initiator of the message does not apply payload encryption, isakmpd fails to apply payload encryption.
