Visual IRC JOIN response buffer overflow

Description:
Visual IRC is vulnerable to a buffer overflow, caused by improper bounds checking by the SE handler. By persuading a victim to connect to a malicious IRC server, a remote attacker could send an overly long JOIN response to overflow a buffer and execute arbitrary code on the system.
