PHP LOCAL INFILE security bypass

Description:
PHP could allow a remote attacker to bypass security restrictions, caused by a vulnerability in the MySQL and MySQLi extensions when handling the LOCAL INFILE option. An attacker could exploit this vulnerability to bypass open_basedir or safe_mode restrictions and gain unauthorized access to the system.
