DotNetNuke web.config file weak security

Description:
Dotnetnuke could provide weaker than expected security, caused by an error when the user does not have sufficient write permissions on the root folder during installation. The ValidationKey and DecryptionKey values in the web.config file are not modified as intended. A remote attacker could exploit this vulnerability using the known key values to gain access to the affected Web site.
