Ruby WEBrick CGI information disclosure

Description:
Ruby could allow a remote attacker to obtain sensitive information, caused by an error in the WEBrick class when used with certain filesystems. By sending a specially-crafted URL request appended with certain encoded characters, an attacker could bypass CGI execution to download the affected file.
