Mantis adm_config_set.php code execution

Description:
Mantis could allow a remote attacker to execute arbitrary code on the system, caused by the improper validation by the adm_config_set.php script. An authenticated remote attacker could exploit this vulnerability using the "f_value" parameter to execute arbitrary PHP code on the vulnerable system.
