Bugzilla usevisibilitygroups information disclosure

Description:
Bugzilla could allow a remote attacker to obtain sensitive information, caused by an error when the user matching feature is enabled in "substring" mode. If the "usevisibilitygroups" parameter is enabled, a remote attacker could exploit this vulnerability using the user matching feature to list users with names matching the substring.
