Apache Tomcat allowLinking UTF-8 directory traversal

Description:
Apache Tomcat could allow a remote attacker to traverse directories on the system, caused by an error when allowLinking is set to true or URIEncoding is set to UTF-8. An attacker could exploit this vulnerability using a specially-crafted URL request to view arbitrary files on the system.
