nCipher operator card set "no-recovery" option

Description:
The nCipher key management software could expose the operator card set. The command line "no-recovery" option does not properly disable the operator card set recovery. If the command line option is used, operator card set recovery is actually enabled, and an attacker may be able to recover the operator card set. If the attacker has access to the needed administrator cards and passphrases, the attacker could gain access to the application keys.
